Governor Njuki Restructures Executive

Tharaka-Nithi County Governor Muthomi Njuki has announced a major restructuring of the county government’s executive committee, including changes in ministerial Chief Officers.
The move, he said, is aimed at streamlining service delivery and enhancing departmental efficiency.
Speaking during a press briefing at the Kathwana on Monday, Governor Njuki emphasized that the reshuffle is part of ongoing reforms to inject new energy into county operations.
“These changes are part of a broader restructuring effort to revitalize our departments. We are committed to serving the people who elected us, and we want to ensure that services reach them effectively. This reorganization will help our teams work better and deliver more efficiently,” said Njuki.
The newly restructured County Executive Committee now comprises the following departments and leaders:
- The Department of Youth, Sports and Tourism will be headed by CECM Ms. Moreen Nyambura Kariuki.
- The Department of Finance and Economic Planning will be led by CECM Mr. Lawrence Ireri.
- The Department of Education, Vocational Training and Culture will be under the leadership of CECM Ms. Dorothy Naivasha.
- The Department of Public Health and Medical Services will be overseen by CECM Dr. Gichuiya M’Riara.
- The Department of Administration, Intergovernmental Coordination and Devolution Affairs will be led by CECM Mr. Samuel Muthini Karangi.
- The expansive Department of Agriculture, Crop Production, Livestock, Veterinary Services, Fisheries and Ecosystem Development, Water and Irrigation, Lands and Physical Planning, Environment, Climate Change, Mining and Natural Resources will be headed by CECM Mr. Njue Njagi Kaithungu.
- The Department of Gender and Social Services will be led by CECM Ms. Kelly Karimi Rwigi.
- The Department of Revenue and Resource Mobilization, Cooperative Development, Trade and Investment Promotion, Mining, Energy and Industry will be under CECM Eng. Julius Giti Kijiru.
- The Department of Roads, Transport, Infrastructure, Public Works, Housing, Urban Development and ICT will be led by Deputy Governor H.E. Muisrael Nyaga Nderebia, serving as CECM.
Changes in Chief Officer positions were also announced, with the following appointments:
- Mr. Wycliffe Kinyua Kabinga will serve as Chief Officer for Finance and Economic Planning.
- Mr. Jonathan Mwiti is in charge as Chief Officer for Education, Vocational Training and Culture.
- Ms. Faith Kalunda Kyunga remains Chief Officer for Roads, Transport, Infrastructure, Public Works, Housing, Urban Development and ICT.
- Ms. Rose Gakii Micheni will serve as Chief Officer for Medical Services.
- Mr. Benson Kimathi Njeru serves as Chief Officer for Public Health and Sanitation.
- Mr. Alex Kinyua Mutegi will lead the Department of Youth, Sports and Tourism as Chief Officer.
- Mr. Aggrey Karani Riungu is the new Chief Officer for Revenue and Resource Mobilization.
- Ms. Winnie Mukiri Kirimi has been appointed Chief Officer for Gender and Social Services.
- Mr. Anthony Gikundi Kiruja will serve as Chief Officer for Public Administration, Intergovernmental Coordination and Devolution Affairs.
- Mr. James Mbae Karuku takes over as Chief Officer for Lands and Physical Planning.
- Ms. Irene Nkirote Muriungi will lead the Department of Energy and Industry as Chief Officer.
- Mr. Peter Kimathi Njeru has been named Chief Officer for Agriculture, Crop Production, Livestock and Veterinary Services.
- Mr. Gibson Gikundi will serve as Chief Officer for Fisheries and Ecosystem Development.
- Mr. Peterson Mwirigi Kathenya takes charge as Chief Officer for Environment, Climate Change, Mining and Natural Resources.
- Ms. Loise Wanja Mutua will lead the Department of Water and Irrigation as Chief Officer.
- Mr. Ignatius Mugambi Kigwari serves as Chief Officer for Trade, Investment Promotion and Cooperative Development.
Governor Njuki directed all affected officers to prepare departmental reports and complete handovers by close of business on Friday, 26th September 2025.
“The departments affected are required to implement these changes, realign their plans and budgets, and adhere to this executive directive,” he stated.
